Correct! They're Fire Grenades.

Believe it or not, these are glass "fire grenades" and were usually hand-blown, patterned, colored, and filled with salt water until the late 1800s. In the event of a fire, you grabbed them and smashed them into the fire either putting it out or giving yourself time to escape. Towards the end of the 19th century, makers of these fire grenades began filling them with a fire suppression chemical called carbon tetrachloride (CTC) which was very effective at putting out fires but potentially lethal to humans if they were exposed to it.
